This is partly because, according to the MM flavor text, werebears prefer not to transmit their lycanthropy to others, but it’s also because the werebear’s Multiattack doesn’t include a bite. If they wanted to go this route, they really should have made werebears entirely separate from Lycanthropes (much like how Jackalweres have their own set of rules). A key point would be to remove their ability to infect others with the "curse" of Werebear-Lycanthropy.
